Firefighters First T.E.A.M.
(Training, Education, Awareness, Marketing)
BYLAWS
Article I.
Object
The Firefighters First TEAM (referred to hereafter as FFT or TEAM) is organized for the purpose of raising community awareness of the Ashland Fire Division, and to support funding for projects and training for the direct benefit of the firefighters.
Limitations The FFT and its activities shall be nonpartisan. It will function independently of the City of Ashland and also the local Fire Union.
Article II.
Meetings TEAM meetings will be held (at least) monthly, at a time, date and location determined by the Board.
Article III.
Board of Directors
Responsibilities The Board Officers shall be responsible for organizing team meetings, setting agendas, monitoring finances, and directing the TEAM's affairs.
Composition The TEAM shall be comprised of five citizens and five firefighters. The five firefighters shall include one representative from each shift (3); one Fire Captain; and one Captain from the Fire Prevention Bureau. The five community members shall be appointed and voted on by the Board of Directors, should vacancies arise. (Should the need for expansion of the TEAM arise, the current TEAM will accept nominations and vote to add more members.)
Nominations Persons shall be nominated for election to the Board of Directors by the TEAM. No firefighters shall be allowed to hold the office of Director or Fiscal Director.
Elected Terms Shall be two years, with possible re-election for a second term. After service of full term (or two consecutive), two years must elapse before a past Director is eligible for another term.
Election Elections shall be held as needed and every person on the TEAM will get one vote.
Vacancies The office of any Director who shall be absent from more than three meetings per calendar year without just cause may be declared vacant, at the discretion of the Board of Directors. Vacancies will be filled by nomination from the TEAM and will be voted on.
Compliance
All TEAM members must comply by the following terms to sit on the TEAM.
*Must be CPR/First Aid certified
*Must complete at least 24 hours of ėRide-Alongsî with the Ashland Fire Division in a one-year calendar period, divided up among all three shifts, preferably (but not required) done at quarterly intervals (cannot be done all at one time).
*All non-firefighter TEAM members who wish to hold an office must be a Leadership Ashland graduate or currently enrolled in the program. (Current board members excluded.)
TEAM Members
The entire TEAM will be on a volunteer basis with no compensation.
Offices and Duties
*President set meeting agendas, facilitate meetings, media & outside liaison, oversee other officers
*Vice President assist President, acting director in his/her absence
*Treasurer oversee finances, work with ACCF, and distribute funds
*Secretary secretary of meetings (minutes), oversee legal requirements
Quorum A quorum of three citizens and three firefighters must be present for voting purposes. If less than three and three are present at one time, voting shall be tabled until such a time as a quorum can meet. In the event of a tie-vote, the President shall have final say.
Honorary Membership Distinction in public affairs and service that supports the efforts of the FFT shall confer eligibility to honorary membership. Honorary members shall have all the privileges of team members, except the right to vote or hold office. The TEAM members shall confer or revoke honorary membership by a majority vote. The Ashland Fire Division Chief will be considered a permanent honorary TEAM member.
Article IV.
Finances All funds shall be used for the advancement of the Ashland Fire Division staff, specifically the firefighters.
Funds All monies donated and raised for the FFT shall be placed in a general operation fund set up through the Ashland County Community Foundation.
Disbursements The TEAM will take advisement from the firefighters on what is needed and what may be purchased or funded, but will ultimately decide and vote on what the funds may be used for.
Budget The Treasurer will submit the budget to the TEAM on an on-going and as-needed basis.
Article V.
Dissolution The FFT shall use its funds only to accomplish the objectives and purposes specified in its Bylaws, and no part of said funds shall be distributed to TEAM members (firefighters exempt through proper disbursal). On dissolution of the FFT, any funds remaining shall be distributed to a specified account to be used by the Ashland Fire Division.
Article VI.
Amendments The Bylaws may be amended by a two-thirds vote of the TEAM. Notice of any proposed changes must be given in writing, at least 14 days prior to the vote.
Article VII.
Effective Date These Bylaws shall go into effect 6/06/06.
